Free flow of information is one of the key foundations of governance, preventing corruption, and strengthening democracy. It not only facilitates citizens’ access to all legitimate services and rights but also guarantees transparency and accountability of state structure. In the digital age, when the unrestricted flow of accurate information is obstructed, false, fabricated, and misleading content spreads, posing multidimensional strategic threats to political stability and democratic systems. The theme of this year’s International Day for Universal Access to Information has been set as “Upholding Information Integrity in the Digital Age: The Role of Access to Information in Addressing Information Disorder’’. On a global scale, the spread of rumors and misinformation is not confined to any single region, country, or social system. The misuse of Artificial Intelligence (AI) has made it easier to disseminate misinformation, creating social, religious, and ethnic divisions while misleading people on important issues. The World Economic Forum’s Global Risks Report 2026 identifies “rumors and misinformation” as the second most significant short-term global risk. To address this crisis, emphasis has been placed on ensuring the free flow of reliable information.
