Background
In 2023, the Cybersecurity Act (CSA) was enacted by making nominal changes to the 2018 Digital Security Act. In practice, the CSA, under a new name and guise, is similarly restrictive, largely undemocratic, and obstructs freedom of expression, as highlighted in Transparency International Bangladesh’s (TIB) review on August 29, 2023.
Although the various Information Technology policies, Cyber Strategies of Bangladesh, and the Cybersecurity Act, 2023, along with the Cybersecurity Rules, are crucial for fulfilling and implementing the objectives of the main law, significant inconsistencies remain in the principal legislation. This raises questions about how effectively the subordinate legislation can achieve its intended goals. In this context, a review and recommendation report on the proposed Cybersecurity Rules have been prepared.
